Questions to Mr. Meade
 | If MTBE plumes are quite directional, doesn't the fact that when an area's
ppb #s are decreasing that they are probably increasing further down the
plume vector? If so, is MDE tracking this motion & protecting homes

Answer:
MDE looks at protecting the homes down gradient by sampling and
ensuring the levels stay below action State levels. When a cleanup
technology is feasible the technology will be used to reduce the levels
in the plume. Given that MTBE is no longer utilized in petroleum
products, or in the case of Jacksonville the point source is gone and
being remediated, it is anticipated that with time MTBE will biodegrade
and dilute. Certainly distance from the source is an important factor
when tracking MTBE levels hence the Department continues to monitor
conditions closely in the Fallston area.

 | What information is available regarding the original plume and any
understanding of the area affected by MTBE? To date we still have no
reference point by which the State, Exxon or the public can understand
whether the remedial efforts have made a positive impact. Tom

Answer:
It is true that plume maps are lacking for this site and the extent of
contamination from the Exxon is in dispute. With the current litigation
I predict that Exxon will never produce a plume map. However, the
existing data in the MDE file and Exxon's quarterly reports show a
steady decline of MTBE on the Exxon site and a decline in impacted
supply wells just south of the station. The remediation is having a
positive impact and we hope to increase this positive results by the
installation of an SVE system in the south side of the old tank pit.
To further demonstrate progress originally 16 supply wells had MtBE
detections above 20 ppb. The September 27, 2007 sampling showed only 4
wells with MtBE detections above 20 ppb. The historic highest supply
well was always 2813 Scarff Road, 458 ppb (1/05) now this well is
showing 52 ppb (9/07).

Questions to Sheriff Bane
 | Should we report what appears to be gang related graffiti? If so, to
whom? The directional signs on the Whitaker Mill bridge (at Ring
Factory) have "420", "Fear and Loathing in Bel Air",
etc. on front or back of the signs. Morita

Answer:
(1) the sheriff's office does want a phone call whenever someone spots stuff
like that, and (2) the signs on Whitaker Mill are NOT gang related. (per

truck traffic in the Fallston-Jarrettsville area? Many are traveling
