| IMPORTANT MEETING LNG PIPELINEFederal Energy Regulatory
Commission (FERC) will hold a public hearing for the Mid Atlantic Pipeline
project and associated LNG (Liquid Natural Gas) facility on Thursday, June 12 at
7:00 pm at the Richlin Ballroom, 1700 Van Bibber Rd., Edgewood, MD.
The LNG facility is proposed
for Sparrows Point in Baltimore County and the associated pipeline route runs
directly through Fallston. FERC is
the governmental agency that will either approve or deny the permit for this
project. The hearings this month
will be the final opportunity for public comment. The EIS (Environmental
Impact Statement) regarding the project has been filed at the Main branch of the
Harford County Public library. Further project details can be found at www.mid-atlanticexpress.com

AES is the company proposing the facility and pipeline.
FERC also has a website to see details and submissions regarding this
project. A few details of note
regarding the proposed location of the pipeline.
It enters Harford County heading due North across Bel Air & Harford
Rd just south of Rt. 152. It
crosses Rt. 152 just west of Harford Rd. basically adjacent to Fallston
Presbyterian Church. It will cross Watervale Rd. and proceed through Brookhill
Farms and then directly behind Fallston MS and Fallston HS and Mill Dale Ct.
After it crosses Carrs Mill Rd. it will continue in the vicinity of Rock Dale
Manor and Abelia Rd. and Malus Ct. after which it will cross Winters Run and
continue North. At this point it
will be West of Bear Hollow Ct. and Lasalle Rd. and then continue across Rt. 23
and Jarrettsville Rd. It will begin to bend slightly to the East at this point
and cross Bailey Rd, Sharon Rd, and then intersect the existing pipeline route
in the vicinity of Rocks Rd. It
will follow that pipeline right of way to the Northeast across the Deer Creek,
Ady Rd. and along side Dublin Rd.
At the intersection of Rt. 136, adjacent to Dublin Elementary School, it
will continue along Dublin Rd and the bend slightly to the west and track along
Glen Cove Rd. then crossing Castleton Rd. and under the Susquehanna River and in
to Cecil County. The easement or
right of way for one 30 inch pipeline is 50 ft.
The easement will be cleared of trees and the EIS does not include plans
to replace them at any point. AES will have eminent domain on the property
involved if FERC approves the permit. Two
compressor stations will be located along the
entire route of the pipeline. Harford county, has two pipelines, one gas
and one liquid fuel, and one compressor station. Both of these pipelines, the Colonial Pipeline and Columbia
Pipeline, and an associated compressor station are in Fallston. Please consider attending
the FERC hearing on June 12 to offer your opinion regarding this project. It
will have significant impact on our county. WelcomeFor the past 30 years, the Greater Fallston Association has served as a non-governmental and non-partisan watchdog addressing issues that directly impact our community. We strive to maintain the best quality of life for our members. As most of you are aware, the GFA was the leading organization that successfully challenged ExxonMobil’s attempt to limit its liability in contaminating our drinking water. Though our efforts, MTBE became a household word in the State of Maryland prompting our elected officials to act swiftly in addressing the issues of early notification and instituting measures to prevent against future catastrophes. In addition, the GFA was largely responsible for improving the communication between citizens and the Maryland Department of the Environment. The challenges to our community are ongoing. While our gasoline is now MTBE free, new contaminations continue to be uncovered in our own community and throughout the county. We have been working to encourage more frequent testing water in our schools and recreational facilities to protect our families and children. More recently, the GFA has joined other organizations in opposing a Liquid Natural Gas line that would travel right through our community near our schools. We hope that our collective efforts will be as successful as our challenge to the Columbia Gas Pumping station in the 1990s. In January 2007, the GFA went to Annapolis to support new legislation that would provide legal standing to Community Associations to relieve individual property owners from bearing the financial and legal costs of challenging unwanted planning and zoning changes. This fight is ongoing.. With BRAC heading our way, the GFA wants to insure that our local government acts responsibly by encouraging well-planned development consistent with our rural character without adding to the problems of school overcrowding and traffic congestion. The GFA has been closely monitoring the progress of the Planning and Zoning update workgroup to insure that the new proposed regulations are consistent with the goals of our community. We all know that the pace of life is hectic. The success of the GFA depends on the volunteer efforts of its members and the financial support of its citizens. We encourage your participation. We thank all of our loyal past supporters and encourage individuals, households and homeowners associations new to the GFA to join in our efforts. Finally we ask for your financial support to assist us in these efforts and to allow us to disseminate information to the community online and through newsletters. Through your membership, we can be assured that GFA will continue to be the volunteer watchdog for our community.
